Less than 1% used closed facilities???

The following analysis was written by Sarah Spiegler:

The article on June 16th, 2009 in the Canton Repository states that the six properties that GSNEO sold or relinquished in 2009 represented LESS THAN 1% of member usage from all GSNEO camps combined. These 6 properties are: East Palestine cabins, Wintergreen cabin, Wadsworth House, Jessie Mae Faegol, Camp Lycopodia, Camp Singing River.

"GSNEO officials cited numerous reasons, including safety, usage, physical condition, security and available resources to provide leadership programming, for the closure decisions. Additionally, the cost of utilities and insurance combined with major maintenance issues resulted in severe increases to maintain the properties, according to the group’s June newsletter. The six properties represent less than 1 percent of member usage from all GSNEO camps combined. GSNEO serves 40,000 girls and 14,000 adult volunteers in an 18-county region. The main office is in Macedonia."

Calculations as to why this assertion is inaccurate:

1% of 40,000 girl members (or a more accurate 35,000 girl members) would be 400 girls (or 350 girls). 400 girls/6 properties is about 65 girls per property.  350 girls/6 properties is about 60 girls per property.  60 girls per property per 12 months per year is about: 5 girls per property per month at each of the six properties that have been sold or reliquinished.

The article actually says "less than 1 percent of member usage from all GSNEO camps combined."  Does that mean they are taking into account just the number of people that camped at all 13 properties?  Lets say that is about 20,000 people per year (counting council sponsored camping and non-council sponsored camping usage).  So 1% of 20,000 people using camps is about 200 people.  200 people per 6 properties is 33 people using each of the six properties per year.  Or, approximately 3 people per month at each of these six properties.

I do not know these properties well (East Palestine cabins, Wintergreen cabin, Wadsworth House, Jessie Mae Faegol, Camp Lycopodia, Camp Singing River ).  Does past usage of approximately LESS THAN 3-5 girls per month at each sound somewhat accurate?
